You can think of bounties as a sign of achievement for pirates/criminals. Almost everyone shows pride in their bounty. Also, the Navy doesn't care about Luffy defeating the pirates FOR THEM, but rather acknowledge his danger level of being capable of defeating them. Luffy is a pirate since he hoisted the black flag, marking him as a criminal + he beat up Marines. Note that bounties aren't always increased because of strength but also the type of criminal activity. For example: Luffy is strong, but he doesn't hurt civilians -> Bounty = 30M. Another pirate who is not that strong, but attacks Marines directly or causes harm to innocent people and villages can receive the same amount.

One small detail that I love is that from now on Nami has a bracelet. During Arlong Park arc, the one who wears it is Nojiko. After this arc, Nojiko gave it to Nami and she's been consistently wearing it for more than a thousand episodes
