Maybe peacetime militaries should be untrainable/deleted, and there to be a system to mobilize armies during a countdown phase to a war, which also unlocks division training. Military factories then become available to be used to begin the production of military goods - but during peacetime you can buy a limited amount of stuff. Also stockpiles would be capped by technologies and military building levels.
