The Herta buff herself almost everything, the only thing she doesn't have is unique buff like Res pen and decrease defense, that's why when RM gives Herta the only buff she lacks, her damage will increase a lot, the same case with Aglaea

its because one of her traces makes it so its actually better to skill right before you ult. Im pretty sure you get a dmg buff if i remember correctly

The Herta can get her ult back quickly, so its best to utilise her action advance on her ult to skill twice (before using her ultimate and after getting action advanced by the ultimate)
