1) The 52nd constitutional amendment has added X schedule to the constitution - anti defection law. The political party members who defec to another political party are tried under this law. Loophole:- 1) the definition of merger is vague - hence, shifting of 2/3rds of legislators from one party to another doesn't constitute defection. Which rather should be limited to political party per se. 2) the speaker is at his/her own discretion when it comes to matters of defection. There is no time frame in deciding cases and sometimes it gets prolonged till the lapse of the legislative term of the legislator. Way forward:- 1) time limits should be made mandatory in deciding the cases of defection. 2) merger as an exception to defection should be narrowed down in its application

2) Sterlite copper is one of the leading copper producers in the state of TN. There has been a wide debate on whether the operations should be shut down or be started again. Analysis:- A. Should be shut down 1) the people in and around the area have complained of the excessive land and water pollution caused by the copper plant 2) it has had negative consequences like - spreading of pollution based diseases, some have claimed leak of toxic gases that has led to disabilities and death of people, etc. B. Should be allowed to restart its operations 1) Source of employment to people in and around the region 2) source of raw material to production and manufacturing based industries 3) shutting down the plant will increase the cost/price that can make the commodities expensive 4) the manufacturers may also shift to other bases other than TN Way forward 1) change in management to restore people's faith 2) the industry should comply with all the environmental rules and regulations in a strict manner
