You see, in October 23rd, 2077 the bombs dropped onto the U.S., this exact date already disproves Starfields timeliness fitting with Fallouts timeline because like you said "in starfield humans land on Mars in 2050". But if that evidence doesn't satisfy you, after WW2, fallouts timeline completely diverges away from our own. People after WW2 began using atomic energy as a weapon, a source of power, and advancements into robotics as well as fusion powered cars. They still kept the 1950's asethetic and their TV's still looked the same, with black and white television.

That’s why he does not want a democracy to happen. He said that all you needed to do to see the fate of democracy is to look out into the devastated wasteland. Not to mention he probably knows of the enclave but after fallout 2 he would have rightfully predicted them to no longer be a threat. Plus his defense of Vegas worked far better than anything the vaults ever did and had he gotten the platinum chip before the bombs he would have brought about a new wasteland already developed by the time the vault dweller leaves the vault.
