I learned that when it comes to living in your own residental rental you only pay for the bills of the unit your sims live in, not for everyone else's. Also the last time I played my sim tried to destroy a mold pile on their kid's birthday with fire. The whole bathroom went up in flames and the dad and the birthday child died. I was so sad ;-;

You could also move the toddler and Tinker into the big bedroom that Belle shared with Tinker and move Belle into the toddler's room, that is something that happens a lot in families with more kids than rooms lol. But the basement room is also a fun idea and if you wanted to you could move the basement to the front of the house and give it a window and little outdoor section like a lot of townhouses with basements have to give her some natural light inside.

Having a basement bedroom for Bell is a nice idea in theory but in practice, especially with as many sims in the household, it would probably be smarter to keep the bedrooms on the same floor, so you can manage the sims and their needs a bit more easely, otherwise it might become verry overwhelming verry fast... Maybe have Bell move to her toddler sister's room, and put the toddler with Tinker instead ?

Poor Belle, that was some birthday. True story, my older sister accidentally set a tea towel on a lit burner on her 15th birthday because she was on her phone and distracted.
