'A obligation which cannot be completed except with something else, then that something else also becomes an obligation'
A example to help make it clearer:
If a person needs to make wudhu and there's no water close to him other than a shop that sells water (and he has the funds to purchase the water), buying that water now becomes an obligation because his prayer will not be correct except with wudhu.
So buying in its origin is something that is permissible however it became an obligation in this situation.
Ibn Taymiyyah mentioned that principle with the Arabic language due to the Quran and Sunnah being in Arabic, therefore to understand them a person must have knowledge of it, and Allah knows best.
