He believed it was a hidden source of super strength for other humans in the series but he didn’t realise the equipment was upgraded

IIRC: He started seeing some people doing super human shit in relation to solar flares. So, he wanted to see if it was related to some radiation - adrenaline mumbo jumbo. Thing is, he had a collegue who had cranked up the equipment to ridiculus degrees. Thus, Hulk was born.
