Lugia can also be based on Ryūjin, a dragon who lives on the ocean floor and was the Shinto god of the sea. Lugia also resembles a wyvern due to having a single set of forelimbs that serve as wings.

I honestly didn't found any of those references while doing my research. But looking at it, both of them are very likely to be inspiring Lugia. Thanks for sharing!!!
