I know this blocked me for a while during my education, for those that are wondering what is meant by "layer": When solving big problems, it's a good idea to break it down into smaller problems, right? So, you could say you're breaking the down the monolithic challenge into "blocks". This helps engineers visualize and even make diagrams for every challenge they have to face. A "layer" is type of "block" where the direct interaction is largely limited to the other directly above or bellow it. For example: If you had layers A, B and C. A cannot communicate with C without going through B. It's important to note that blocks can be broken down further or packed together. It's up to the analyst to break it down as much as they (and their colleagues) need to and no further. So, it's no suprise that a layer addresses multiple problems but what the name implies is not lost. The blocks inside of (composing) the layer are limited to interact with the ones within the same layer or the others from the layers directly above and bellow it. Since layers can be composed of other blocks, it's no surprise that you can find "sublayers" (layers within layers). Anw... "layers" and "blocks" (aka packages, modules and/or objects) are essential components of the jargon we use to visually represent problems and solutions. If it still isn't clear to you, don't feel too bad. It takes practice for the author to get a "feel" for how his ideas should be divided up into words, sentences, paragraphs and so on. There's no "perfect" way to do this. That's why I like to think of problem solving as an art sometimes.

I also think ports as rooms and when you portforward a port it's rooms door is being opened and then packets can come in and out.
