Occupying a city, you mustn't wander off with your army if even one of either the upper class or lower class is in the negative on happiness. If you really must press the attack, you may have an army of militia relieve your attacking force. Rather than decommission militia units in cities where public order has been restored, you can group them up and set them to follow an attacking force around
