You know in a weird way, Cartman turning his terrible living situation into a money making activity so they can continue the arc of Cartman not wanting his mom to find a long term career so she can spend her entire time looking after Cartman just shows that Cartman is never gonna change as a person.

I think the bigger issue around Cartman's behavior is South Park itself. The Post Covid Special showed how Cartman can actually be a good human being, but he needs to get away from South Park. In that special we see Cartman slip back into his old ways (albeit to protect his family) because the people around him enable him to act that way. Everyone in South Park fuels Cartman's behavior and he never faces real consequences for his actions. The town enables all of Cartman's worst traits.

If you watch the show you would know that it's Cartman's fault that they're living in a hot dog his mother got a job as a real estate agent but he made her with her job to take care of him and now the living in a hot dog number two he doesn't want to work he wants Butters to work while he sits around and eats ice cream comes up with good ideas but never wants to apply any work a real piece of shit

I am no psychic but I think we will find out next season that the new owner of Cartman's old hotdog home is Kenny. For one thing we don't see Kenny towards the end of the episodes including when Cartman is forced to go back to his old home. So I think Butters not only turned the tables on Cartman by having him ship out but in a double twist Kenny joined sides with Butters and Butters offered him the hotdog stand. I like to think Kenny cunningly pretended to be partners with Cartman and him and Butters were actually working together to get him back to his old home. And when Cartman finds out Kenny turned traitor it would foreshadow the fact why he lost all his friends as an adult due to his selfishness and it would explain why Kenny becomes well off after being in poverty for so many years.

Cartman’s getting sloppy, his plan was obvious from the get-go: Trick Butters into becoming his personal piggy bank while tricking his crappy house into a kid’s dream home, all the while getting to eat lavishly. And then have things “go wrong” and have the project languish in development, until the project gets shut down. And thus Cartman would have a new dream house all to himself while Butters flipped the bill. Only Cartman never anticipated that Butters would fight back and screw him over in return.
