In my country there is always 3-4 handicap parking spot and it's more than enough, only have 1-2 cars there always, I wonder why you have so many

By law, shopping malls and other businesses are required to have 15 percent of their total parking spaces dedicated to disabled people.

@@hixe There are many disabled people in Russia, and there are much fewer people with disabilities who travel by car. That is why this ratio of parking spaces seems large.

WOW! how many handicapped people live there? most american stores that size have roughly 8-12 handicapped spots. some even less.

They are making more handicapped Russians at a pretty hefty rate at the moment (mostly not in Moscow though). It is a generous allocation, but it also looks like a huge mall/store, and the rest of the car park is enormous.

in America every handicap parking space has either a sign posted by it or the pavement is clearly painted, or both. I dont see either here where the drivers are parked. how can you tell that the space is designated?

This must be an old episode, not a lot of actually handicapped people parked there. I would imagine, events from the last 3 years have made the number of people allowed to have this placard has gone up quite considerably.
