The corticospinal tract is involved in voluntary movement. The majority of fibres of the corticospinal tract cross over in the medulla oblongata, resulting in muscles being controlled by the opposite side of the brain👍

I don't understand why when there is lesion to CS tract in a spinal level, there is no loss of UMN control at that specific level, and only below it. Shouldn't fibers entering the anterior horn be damaged too?

There is, but at the level of injury the LMN is usually affected as well, so the symptoms reflect that syndrome and also cutaneous loss from sensation coming in at that level too. Sometimes described as a band of cutaneous anaesthesia. Hope that helps.
