What everyone including Cell, his crew, the audience and even DevilArtemis himself does not understand is that All For One's most DEVASTATINGLY EVIL PLAN is to get everyone invested in a saga full of dated memes that lasts as long as a Naruto filler arc and in the wait between episodes he is also coaching Toriyama to continue murder Bardock's character and basically creating what amounts to as fanfic character such as alternate universes, female saiyans and evil goku... again, furthering ruining the Dragon Ball lore with every move. This leading to many dragon ball parody universe such as the TFSverse, Slickverse, Devil Artemis Universe and the Daitomodachi universe. When all is said and done and dragon ball canon is nothing more than a broken hollow shell , the fans will think out loud "Maybe Dragon Ball GT wasn't that bad."

Well that and shaggy’s power isn’t capped at a mere measly 100% unlike other characters. So what we call 1% might still be infinitesimally small compared to what he can achieve.

Right now shaggy is at a shocking 20% His 100% is him at a position where he is his strongest whial being able to continue fighting for an infinite amount of time, this is due to having an energy regeneration ability so 100% is the perfect balance between having max energy regeneration and energy output. Shaggy's true strength technically caps out at 1000% as he uses more energy than he can regenarate per second, but technically could go higher.
