The legacy of prohibition is the liquor licensing boards, and all the little laws about drinking age, closing time, sales restrictions, labelling requirements, etc. Before prohibition it was wide open so long as the excise tax was paid; after it was controlled by the government.

The real problem with the Volstead Act was that many people who supported the Prohibition of intoxicating "hard liqour" but not the much weaker beer and wine were angered with the expansion of the act in attempting to prohibit traditional home-made forms of weaker alcohol - beer and wine favored by German and Italian immigrants. The definition of prohibited alcohol under the Volstead Act to include anything beyond 0.5% alcohol meant that the orange juice you left in your refrigerator for a week was then illegal. There is a legitimate argument that Prohibition failed when the federal government took an arguably good idea too far. Had the the Volstead Act allowed beer and wine at a 5% alcohol content we may still have some more reasonable form of Prohibition today. Would we avoid experimentation and gradual spreading use of marijuana and other drugs in the 1950s and 1960s with a more reasonable Volstead Act? We will never know.

4:35 Actually, reduction in drinking was not a good thing. It just means people were less fun. Also, why is it bad for men to have places to socialize among themselves? 4:47
