Villian or not you can’t help but root for Zaheer he does genuinely seem to have people’s interests at heart and he is just charming all the same. Its scary to know airbenders are capable of doing that if Aang didn’t have his airbender beliefs he could have easily just as killed all his enemies back in the day.

The firebenders in the Metal Clan city were White Lotus, they kinda became the ''cops'' in this world, specially because five members (Iroh, King Bumi, Master Jeong Jeong, Master Pakku and Master Piandao) were a lot of help when the Aang was fighting Ozai, those five held a great part of the Fire Nation Army during the Sozin Comet invasion, after that the order came back as protectors of the nations, also, the nations are more close now, since the ''Fire Regime'' was destroyed, there is no reason for people from other nation to move around.

Ozai is hard to rank. The only thing we have to base his abilities on is when he shot lightning at Zuko. Everything else is comet boosted. Its really hard to know.

I told you that you ain't seen nothing yet with regards to Zaheer. The scary thing is that he has more powers that you're yet to see. The Dai-Lee were tough adversaries to an Avatar Aang who was a pacifist and was nowhere near his peak. While Korra at sixteen was extremely powerful, she was still not at her peak. Add Korra's lack of sound duelling tactics and you understand why the Dai-Lee were tough for her as well. However, each of the four senior members of the Red Lotus were already at their bending peak, and they'd been fighting for decades, so naturally, the Dai-Lee were a piece of cake to them.

They're probably remembering the first episode of the season. Zaheer was kept in an isolated metal cell. I guess it is kinda possible to confuse that cell with being something in the Metal Clan.

There is actually a firebender in the metal clan! The firebender was fighting together with Kuvira against Zaheer. You can see it in the scene after Pli was taken down by Bolin.
