dugongs are sea cows, an endangered animal (which is certainly not famous for its beauty). people who went to america mistook them for mermaids. they already knew mermaids from the greek so it was easy to have that thought when they saw sea cows from a distance in the water. So when the crew saw kokoro, who dosnt have that legendary beauty, they denied the possibility of her being a mermaid and instead wanted to believe she is just a sea cow.

Fantasy is not something set in stone, it never was and it never will be. Sometimes things are simply added, like Star Wars allowing the Emperor to use the Force to create lightning. Sometimes unique things happen, like Daenerys walking into a funeral pyre with dead eggs, only to come out unscathed and with her dragons revived. Sometimes retcons happen, like Geralt surviving. Sometimes exceptions are created, like in The Witcher books, when they establish that whenever a girl drinks the Dryads' magic water, they lose their memories, only to immediately make it not work on Ciri. Because even Andrzej Sapkowski recognizes that a satisfying thematic conclusion is more important than lore.
