I like this game but I have to admit, even playing at 3440x1440p, Max graphics, and with an RTX 4090 and an i9 12900kf, Kay still looks pretty rough and doesn't look too much like the voice actress

Not all digital characters are meant to resemble the actors. Sometimes the character has been designed far in advance of casting.

Been a problem in a lot of Ubisoft games as of late (maybe since AC Origins). Seems like most of the budget goes into designing the worlds and environments, and not enough time or money is left for designing characters and faces. I don't think any of the characters have been 'uglified' or anything like that, but they do lack expression, especially in the scenes without motion capture.

Literally this… no stealing speeders and bikes.. no poaching wildlife for valuable stuff.. no pickpocketing, threatening, NO OUTLAW ACTIVITIES
