If there are not 100 million Zorro fans then the popularity of Zorro has declined. Because Zorro is up for a revamp then that means a once popular character will return to the spotlight. So if Batman has 10 million fans and Zorro has 5 million then, yes, he is unpopular. But if the series and movie project you mentioned are successful then he will be popular once again .... Zorro rides once again!
