State Police implementation is slowed down by Senate and Reps inefficiency. Each day of delay equivalent to loss of lives and properties. I hope those involved realize that human lives that could be saved by quick implementations. The system of governance is too slow and cumbersome for progress. There is urgent need for decentralization of power to the regions and states for efficiency.
