When SB and Butcher first fought HL, SB recently had used his blast which weakened him after, and he held his own against HL for a while. Meanwhile, Butcher was pretty much at a stalemate with HL. Then when they all fought in the tower, SB made easy work of Billy who was basically as strong as HL. This is because SB hadn't used his blast yet so he wasn't weakened.
