The reason the Soviets were left alive is likely because the AI spent a lot of points in contesting certain claims, thus no one was left with enough points to take the rest. This will likely never be fixed unless paradox brings back infinite points (Which I think they said they have no intention to do) or find some way for the remaining nations to get more points if everyone is out and there is still land to take.

This kinda makes sense historically but not fun for the player sometimes. And just the fact PLPC is not a feature in game makes no sense to me. I think this peace system is an improvement despite all the hate ive seen.

They could distribute the points that aren't refunded when claims are forfeited to the other members of the peace conference, and bring back passing points to faction members when a nation exits the conference. Land that isn't taken could also go to changed governments, or become a changed government with the ideology of the faction leader in the faction with the highest aggregate war participation.

The maximum potential would be all core in North America, Oceania, South Africa, France Germany Italy lowlands in Europe (Portugal and Spain is theoretically possible, but not in historical single player) … I recently did it with easily 1300+ factories and 150+ dockyards and Millions of free man power in limited conscription after all the conquest

When I do a Germany EU run, I liberated nations I don't need or care about in the peace conference to lower world tension. You can even get it so low the UK doesn't care you've conquered almost all of europe. Plus that democratic compliance modifier is nice. Why did you conquer Austria though? Just get them in your faction and its a core! I don't know if you can do it in BBA, but before I made an Italy Rome to EU run. Most overpowered nation ever. Cores from Northern England to Iraq!
