Esti is Scandi is surprisingly easy if you know what you are doing. Finno-Ugra path is better and faster to get that achievement though, not Estonia is Scandinavia path.

If you have trouble with your allies overloading you just turn off allied supply on your hubs. Works wonders, especially in naval invasions and in russia

Estonia is extremely powerful and fun! my favorite hoi4 campaign of all time was getting Esti is Scandi Achievement! Forming Scandinavia as Estonia is ridiculously powerful, even if you miss out on the early manpower/industry of Finland.

Lithuania absolutely slaps if you reform the Commonwealth. You get cores on all of Baltics, “generic” Commonwealth cores and then much, much more from “The Greater Commonwealth” focus - most of them are in European Russia so you’re basically a gigantic blob in the middle of Europe. Most of Polish monarchy paths are also extremely OP. And what’s great about these two - it’s *really* easy to form, conquer and hold. Early war with the Soviets absolutely destroys them, and then you just slap Germany with ease.

Iberian union Portugal. Core all of Spain. The first bit of the game is challenging and fun, and then you get to just steamroll the Germans. Incredibly powerful and extremely fun
