Its a conundrum, They cant possibly exhume the 3 possible grave as it will violate the other 2 Robert Johnson's right (which I wonder did they pushed further like talking to the undertaker) Also they can exhume his half-sister , but theres a possibility she is not his half sister so its not strong probable cause if its allowed, they can also exhume his mother or father's grave for dna.
