The classification (re-classification?) of carjacking as a misdemeanor is making it different to implement criminal justice reform. Carjacking is regarded as a violent crime for obvious reasons, and is seen by the public as a personal threat. In many jurisdictions, carjacking is characterized by repeat offense. We have seen this come into play in attempts at DC, in which an omnibus criminal justice reform law was rejected on this one issue. Given the violent nature of this crime, it makes sense to avoid presenting it as someone's "mistake in judgement" suggesting the possibility of reform.
