Do you have any more precise definition what the neutral position is? Because in the video you correct his inital non weightbearing position to a more supinated one, and I cant figure out the reason...

you need to look from behind and get a straight line through the calf and calcaneous. the achilles tendon should look straight so that the calcaneous is neutral

1 cm seems to be the maximal value i guess according to the video. but the patients anatomy, especially the foot size would make a difference.

Not necessarily. Overpronation is associated with some pathologies of the foot, ankle and knee but the link is not as clear as once assumed. If you suffer from tibialis posterior tendinopathy for example, it might be a factor to modify in rehab for example through insoles
