Quick tip, u could get a lot of manpower as any of the nordic countries if u just join the war against the allies or the chinese factuion and get a lot of non core manpower buffs. Just take a few provinces of India or China for example and ur set for the rest of the game.

Some ideas for places to attack; Taking out Netherlands early and annexing the Dutch East Indies for manpower would be easy. Joining the war in China with the Japanese. If you do your own naval invasion you should get that manpower pretty quick. Getting the collab and capitulating them early would be pretty important though. Attack Ireland. Not too much manpower, but its in a prime spot to invade England and would still be something. Hit Iran, okayish population to work with, oil, and right next door to India where there is a ton of Manpower. And you can go into Indochina too. Siam, same advantages as Iran, except rubber instead of oil, and the added advantage of a border with Malaya. Spain after the civil war. They'll be weak, wont join a faction, and will offer a rather large amount of manpower compared to some other options here. Plus they have the best navy on this list to take. China has the most risk, but the most potential reward. Taking the Dutch out and annexing the Dutch East Indies is probably the easiest, and second most rewarding. Maybe the most since the resources are better. But taking out the Dutch early has been done many times. Siam is probably a little but better than Iran, but might be a tough target if you have to wait too long. And if they join the Japanese, that could be an issue. Ireland might then be the most logical choice after the Dutch. But personally I'd want to see the China strategy in a video😂 Siam would be the next choice.
