Fleetway is always in the Super state. He doesn't have a "base form" per say. In fact his real name in the comics is "Super"

The name "Fleetway" only comes from the fact that the original comic to use the "Super Form means you go insane" concept is in the Fleetway Comics, as opposed to the Archie comics or IDW comics. The idea is that he becomes that whenever he goes Super in that canon, period. The idea is that the immense power drives you insane due to it overwhelming your psyche. Basically the point was to add a very dangerous downside to the Chaos Emeralds, so that "Why don't you just use the Chaos Emeralds" isn't a good solution to any problem. A narrative device really.

just to let you know Kaioken drains Sonow HP. literally. Also Kaioken can be applied to Base Sonow and Super Sonow Blue. in Super Sonow Blue you can use 2 Kaiokens at the same time and it will automatically charge your Power Bar for the cost of your HP.

Fleetway shouldn't be able to transform. Fleetway Sonic(OG Super Sonic for anyone who hasn't heard of him) has no STC canon or fanon (that I know of) transformations. His base should be all he has.
