Broad targeting all the way!!! We are relatively new agency but I have been running ads for while but we always would use broad, not interest stacking, not lookalikes. I would add that you should focus on creative targeting where you call out to the target audience, then address sophistication and awareness level of your audience THROUGH THE AD COPY! It does wok like a charm, I mean you get low CPM and CPLs once you nail it.

A good strat I found is first using SEO to drive traffic to collection pages and then use retargeting ads

1st I'd want to make sure that you were targeting people in your area, and then 2nd if you arent getting any calls.... your ads just simply aren't good enough. I would advise you if you are not already to push more organically as well. Before and afters, behind the scenes, showing the viewer what it would be like to go to your business before they purchase. Super transparent and people eat up that style of content.
