Yes, this might be a sequel, but it can be a sequel that has already happened before, since this is a cycle, meaning that he could very well be the hanging man. Not the biggest fan of the game, and I don't know EVERYTHING about the lore, but I figured I would challange your opinion. Feel free to let me know if there are any flaws in my explanation.

I have a theory I've had a while: Little Nightmares 2 takes place before the first game, not after. When Mono and Six defeat the Hanging Man, I think that they are split up, and Six comes into contact with the Shadow (Fate) from the comic book teaser. Shadow saw you defeat the Hanging Man, and sees that you have the capabilities to defeat The Lady. He takes you there, but The Lady notices your arrival. She plays with you, toying with her prey, but this allows Six to discover that The Janitor is blind (and meet the other children from the teaser). She is finally captured, and the vision of The Lady Six has is either: A memory of her capture, The Lady killing Mono, or The Lady killing The Hanging Man? If the developers confirmed that this takes place after the first game, perhaps they are in a time loop. Sorry this was wordy! It's just a theory I think makes sense and I would love Beaver to look at it! Please like this comment so he can. Stay safe y'all.
