It’s crazy this album is from 1989. Offspring were way ahead of their time kings of punk rock music. Huge fan. Noodles is the most underrated guitarist ever he is a genius.

If youre old enough, punk was about taking on the bullies. But sometime the bullied became the bullies a la animal farm. There are those who call for revolution, civil war even. Take a good, long listen to that second line of the first verse. If that civil war happens the gloves will come off and the most vulnerable will suffer as they always do. Yesterday's songs couldnt imagine todays culture

The song title actually might make it illegal to own a copy of it in the United States. Even though it's expressive art, it's an instance where freedom of expression is severely restricted down there because it might be considered inciting an act of civil war.

That's not entirely fair. Their first four records are phenomenal, with a gradual decline starting with Americana til Splinter, then a sharp decline thereafter. That being said, they put out some really good tracks on their later albums that were sadly surrounded by crap. Hammerhead was a good tune, as was Hassan Chop. I can't think of a good song off Days Go By though. Woof, what a stinker.

I'd say it's more about how full of cruelty the world is and how with much greater access to news around the country and world some people who feel deep empathy -or paranoia- can begin to question if others are just numb to the evil that seems so pervasive around them. That's just my interpretation though, and it comes from a place your interpretation might not. To others, it could be about gun violence, child abuse, foreign interventionism, etc.
