Hi from six months in the future! Believe it or not, I'd put animation and art into two separate groups for some types of animation, so if you're still wanting to make animations like this, screw around with animating the classic ball on an animation platform (blender, flipaclip, adobe flash)! The system should have a circle tool and a "squash and stretch" tool that'll help you understand the basics. Then when you feel ready you can try taking an image of a guy you want to animate in the program, split his/her parts into sections (head, torso, arms, legs) and fill in the gaps. Now you have a puppet that is easy to animate and will be a product that is considered an animation! Just be sure to reattach the body in different layers so you won't have to descramble the parts again lol (Also be sure reattach limbs in the right place by use of dots! That'll really help your character's limbs from shaking uncontrollably) But yes it's a lot of work... It's incredibly satisfying to watch your work come to life though :D
