its a minor 9th without the root. the A is not here. you see 7th 9th 11th 13th and so on chords are just maj and minor chords stacked on top of each other. meaning any chord can be any chord. you could play an "out of key" chord but in context it could be an altered in key chord. a min is also c6 and so many other things depending on what you take as the root. hope this helps
