3 options A) Send them to Elder Kai and have him unlock their potential B) Have them handle lesser threats that don't need Saiyajins, Half-Saiyajins, Piccolo, Cyborgs etc... *This could even be sub-filler anime arcs C) Starting with 'Uub' just introduce new humans with some hidden potential.
