Officers wouldn't get a lot of downvotes, because people are aware you need enforcers... A few downvotes here and there is not going to hurt. You also have the question of you getting downvotes if you downvote officers / security. It would be an unstable society, but it wouldn't necessarily collapse. Cooperation wouldn't disappear if uncooperative behaviour would be downvoted, then cooperative behaviour would still exist, although it would be under fear and suspicion.
