In Batman Arkham games i remember reading that Falcones and Maronis used to Rule Gotham but after the likes of Joker and Penguin showed up they immediately took over the City because unlike the families these guys don't play by any rules and are absolutely Unhinged. It's important to understand the underlying psychosis that makes Oz different from previous Batman villians. Heath Joker didn't get attached to results (money...etc). Oz was shaped differently and influenced by his mother & family. He's still chasing his childhood dreams & running from his traumatic upbringing
