The issue is a lot more complex than bad leadership. Throughout the Rwandan genocide, European powers and the US largely ignored or aided in the governments action. The most notable of these was France which actively sent weapons and military equipment to the regime as the RPF closed in on Kigali. As the city fell the French even announced that they would sent a “peacekeeping” force that would occupy the west of Rwanda. This was a disgusting joke after they had not only supported the regime but also actively aided in the perpetuation of genocide. And that’s exactly what this force was meant to do. The “turquoise zone” served as a way for the French government to allow the high ranking genocidaries and Hutu extremists to escape imprisonment for their actions. The wife of former President (and dictator) habirayama ended up in France herself after she led the Akazu, a coalition of Rwandan officials and extremists who directly facilitated the genocide. The French even gave her a payment of 40,000$ for “humanitarian aid” when she arrived in France. Similar things occurred for many high ranking Rwandan officials who escaped tribunals and imprisonment. Likewise, lower ranking genocidaries fled into the French zone and the Eastern Congo with whatever military equipment they could take with them. These men then regrouped, rearmed with French aid, and took over refugee camps to mask their movements. This also allowed them to abuse international attention, as the UN and international press only started to focus on Rwanda after the genocide ended a d this on the mass refugee crisis of Hutu fleeing Rwanda. Thus to prevent another genocide the RPF and Ugandan forces aided Congolese rebels who destroyed the bulk of the extremists who fragmented into smaller groups. These rebels then pressed on and dethroned the dictator of Zaire, President matubo. The next president, kibala, of the DRC then almost immediately backtracked on his Rwandan and Ugandan allies by aiding the Hutu extremists still in the western Congo. These extremists then invaded northern Rwanda which led to the second Congo war which ended after President kibala’s death. However, the rebel groups remain in the western Congo which is separated from the center of Congolese power by a jungle nearly as large as Western Europe. Thus they’ve taken over the resource rich mines of the region and use them to fund their operations. In response Rwandan and Ugandan officials have done the same and continue to try and suppress their operations while exploiting the western Congo themselves. Still many genocidaries live in the western Congo and France and continue to avoid justice for their actions.

The D.R.C government should start thinking of modalities of setting up local people's, militia units.This should be composed of volunteers from the area,who understand the terrain very well.They should be given basic armed combat skills, under instructions from a joint command detachment of the Rwanda defence forces, and the Congolese defence forces.Such a unit can be used as a frontline advance division,whose mandate shall mainly be to defend the local villages, and repulse the FDLR rebels.This will play a big role in weakening their combat capabilities. And will gradually cut them to size.

There were and there are Congolese patriotic militias, but you need to understand that the presence of FDLR in Congo is what Rwanda want so as to, always, have a pretext to invade Congo. They, even, say:"No FDLR, no business." There are many instances that the Congolese captured many Rwandan FDLR and repatriate them to Rwanda, but after few months, they were again found in Congo. The destabilization of Congo is a source of profit for Rwanda and Uganda.

But the neighboring country DR Congo is paying the price for receiving refugees from Rwandan until today, DR Congo is seriously destabilized in that particular region due to those refugees, many of them transformed themselves into arm groups, many are claiming land etc...it's a painful story, that is why sometime you don't need to open your borders when your neighbor is at war. And the crime in the DRC is more than that 1994 genocide, people died a lot in the DR CONGO than any other war in the world after WWII, no one is talking about it.

Because of two things. First, the people are scared to be wiped by corrupt armies serving the corrupt leaders. At least, 500k would die under fighter jets and mini gun until some army insiders feel its wrong to kill the rioting people. Nobody wants to be sacrificed, but they actually should. If it was happening in the middle age the men would do it but nowadays everybody dream of a successful financial and modern life they want to be Will Smith or Denzel Washington they don't want to be used as butchering targets. Especially the youth in cities close to the capital, they are 100 % westernised and want to rather flee to the west and live like black Americans, not be ripped off by missiles in a riot. The other issue is African politics is rather tribal. Those in power are generally supported by their tribal group even if things are not running well. So it would end up in some kind of civil war while the president would create ethnic militias to clean up potential rioters from the roots. Only few African countries are not ethnically polarized. Its usually the ones who never had civil war. Namely Senegal, Ghana, Cape Verde, South Africa (apartheid is a different story) and some islands. Those who ever had a war have ethnic issues used by politicians to remain in power and things cannot be fixed there as one ethnic group wants to be in power while others don't want to be in opposition. Fun fact, there would be no war in Africa if it was made of 7000 countries instead of 54. The assembly of countries by westerners blending different tribes together in artifical maps made the continent a permanent war zone in most countries. The concept of nation is widely non existent in the deep African minds especially populations remote from the capital cities meaning deep countryside.

@@dakg8034 From when I b met the FDLR in 98 to the early 2000 I never saw them doing these things they are being blamed for in this video. hey had been trained properly in Congo and were more disciplined than the FAC Armed forces of Congo in general hence we preferred to work with them than FAC because FAC were very rough especially with civilians. Beware American propaganda.

It's a mix of both: Foreign interests and internal conflict. If the Congolese stood united and stopped their primitive tribal animosities, they could easily secure their borders and their resources.
