I guess the lipolysis process can also happen as a result of a caloric deficit ?

yes, caloric deficit means less energy for your body. So the body will use lipocytes and turn fats into the needed energy

Do i actually need caloric deficit to burn fat? What if I do a lot of high intensity trainings to use that fat, but then do a gym session with a good protein intake for muscle growth?

It doesnt matter how much you go to the gym if you are still eating too many calories. There are often guys at the gym who overeat because they think it will build muscle faster, but they just gain more fat.

sorry to say insulin is major hormome that inhibits lipolysis therefore when we ingest carbs insulin rise and utilize carbs promoting lipogenesis therfore we say to cut off carbs ---insulin ---lipogensis nd start lipolysis

Yes, but reducing overall caloric intake may be more significant. Debates are ongoing.

This is a balance of factors though. It is physiologically not possible to avoid burning fat if you are in a calorie deficit, it doesnt matter if you eat mostly carbs if those carbs are still less than your total energy expense. A carb abstinence may make it easier but there is no magic spell that completely blocks fat loss just because you ate a single slice of bread.
