Probably because LaRoque is too evil (he needs to, in order to be an effective red herring) but they did not script nor shoot a scene of him getting punished nor humilliated at the end, thus leaving an evil character unpunished, as a loose end. It seems like they had a choice: either leave this scene in, but adding a new one between Yuri's arrest and Dreyfuss' hospitalization; or delete it altogether. This is all speculation on my part of course.
