I’m not sure what this technique is called it has the dreamy effect of a water color painting. I really like the soft. gentle nurturing and shaping in applying value; it relies less on linear quality and hatching of pencils. I wonder how this would apply to pastels or colored chalk? I’d like to learn this technique

Use only soft edges until the end and don't rely too much on a too precise drawing before applying value. Start with high key values to find proportions, then do full value. I've been able to achieve a somewhat similar feel with graphite and stumping, but I think this technique is better with really soft materials like charcoal.
