When can you do Laffey? I leveled her up to 120. And when can you also do Nagato, Mutsu, Kawakaze, Kongou, Haruna, Suzuya, and Harutsuki? I got the Japanese shipgirls from rerun event Ink-Stained Steel Sakura.

If you're looking for real advice on how to use Laffey you could watch his Z23 video again, they are very similar in recommended equipment and usage scenarios. For Nagato and Mutsu the gear recommendations on this video also work splendidly as they are both BBarragers like Rossiya. (Obviously Nagato wants IJN ships around her to make the most of her OP faction buff) Kongou and Haruna are sadly not suitable for naval warfare.

The citadel was ready and used as floating platform for AA guns during siege of Nikolayev. Proved to be fairly durable against German bombing. Guns were used as battery during siege of Leningrad .
