You can tell from the Genesis ad that it was pre-Sonic! Actually I can place the airing somewhere in 1990(Maybe October) because it has an ad for Michael Jackson Moonwalker(1990) but no mentions of Sonic the Hedgehog(1991) yet. Assuming this aired around the time of the 1990 world series then it would have been October.

Narc and Arch Rivals were top-notch arcade games back in the day, but an odd choice for a children's cartoon. I like how they turned Max Force into Inspector Gadget. And what was with that talking tomato? Haha...
