There was a doujin dealer selling this game at AnimeFest 2003. Unfortunately, someone bought it before I had a chance! Thankfully found a copy many years later. (I'm a big To Heart fan.)

A strong debut title from Watanabe Seisakujo, later known as Soft Circle French Bread of Melty Blood, Under Night In-Birth and Dengeki Bunko Fighting Climax fame. The Asuka 120% Burning Fest. influences can be felt here, which is not a bad thing by any means.

I feel like I should be used to stuff like this by now, but somehow the psychic girl beating the crap out of the first girl cracked me up, lol. I can definitely see how Melty Blood came out of this... I used to love that game and this one has the same nice sense of simplicity which somehow doesn't get old (and it has similarly nice music!). I feel like a lot of modern fighting games are so technical and have so many systems, they forget that having simple combo systems and simple mechanics like clashing is what creates the most fun gameplay. You can argue for something being as technical as say SF3, but when it comes to stuff like Blazblue I don't even want to try to learn all that crap. A fighting game should be about fighting, not doing homework. I feel like the late 90s/early 2000s was probably the best fighting game era for that reason. And it had some of the nicest pixel art!

This is my first time seeing the arcade mode of this game. Hinayama Rio's voice is so much better in 99 and Yuki didn't have one. She had the generic sound.

If you do not have the original disc, please try switching the music from .wav format to midi.

Is this running in a virtual machine or old hardware (XP or earlier?) If not, was anything special needed to get this to run on Vista/7/8/10?

No virtual machine (I use Windows 10), but a handful of older games do need to be forced into a window on newer operating systems. You're going to need a program like D3DWindower (I use the English version of 1.88, "D3DWindower-rED") and you're going to need a .dll to configure the program to work (D3dHook.dll). Set your resolution to 640 x 480 and it "should" work, assuming there are no other factors preventing it from running.

just in case: sometimes those old fighting games have color issues, if it happens with this game you need to kill explorer before booting up

I couldn't get 99 to run on the steam deck (albeit I didn't try too much), but surprisingly both this and 2001 run on it!

How you get them running? Changing the proton version or using lutris?
