The reason for the ground stabilization is that the so-called Box (tunnel conduit in Manhattan) is too high. There has never been a subaqueous tunnel through tidal sand and silt built so close to the bottom of a big navigation channel, literally in the water. (since the substance(s) is/are highly permeable, and sensitive about being misnamed! This also presents problems with servicing Penn Station in any form new or old, because the point where it meets the station is too close in so as to make service to about half the existing tracks impossible. (It meets up with the existing tracks right where the Empire Line comes in after negotiating its ludicrous R=350' curve with 85'-foot cars. The two new tacks, and their "Box" should actually be used to access a new Empire Line located under the West Side Highway, which would also serve a new station downtown at the Calatrva Oculus and intermediate stops along the way.

Agreed. It's a pity, because otherwise it's a well-made, informative video, but the loud cuts pulled me out of it.
