We have seen Ultima's true form, at least in the book. Its limits have been confirmed, yet it is still canonically placed below the likes of Earth and Heisei in terms of power. GiH is even above them, with enough in his arsenal to wipe Ultima out for good. And if you're going to defend the avatar-don't. It's very mediocre in strength, durability and even arsenal of abilities.

godzilla ultima is one of his avatar forms. in that form, he takes over four seconds for his atomic breath to pierce through a building while with, say, shin godzilla it is instantaneous, and he was defeated by a wall level robot. his true form (which would not be called ultimate true form because ultimately is the name of *one of* his forms) is definitely strongest.

and remember that Jet Jaguar used the Orthogonal Diagonalizer to manipulate the base Archetype form of the Red Dust and it was the only way to stop only an avatar of Godzilla Ultima's True Form. We haven't seen Ultima's True form but he is so powerful that he can destroy the entire universe.

Godzilla Ultima’s True Form is only Hyperversal. The novelization of confirms his dimensionality. But Godzilla in Hell is high outerversal. He killed the God Mountain who created everything. Other godzilla's many would argue are the strongest are ones like super robot wars godzilla and marvel godzilla (who might actually become the strongest next year depending on which marvel characters he faces)

actually shin is the strongest... or at least the alteanative shin that was able to absorbe everything into hin fleshy glory, becomming a quasi universe. that universe is the singular point universe and the red mist is just part of it too. including ultima as a minor copy or incarnation... maybe the second coming in a spiral of godzillas taking over and becoming 99% of the prior universe.

Godzilla In Hell takes this cake easily. and how you already put Godzilla Ultima lmao next to GIH is already making it obvious GIH wins. Godzilla was stated to have destroyed that dimension when he destroyed the Earth he was fighting on. Also Godzilla one-shotted God who created the whole IDWverse, which is omniversal stacked on top of each other, or rlly a fiction comparable to Marvel and DC alike. God made IDW casually, Godzilla one-shotted him without second thought because he takes no chances with anyone. In the anime Godzilla Ultima's statements already put him at outerversal, but via what we know of GIH this Godzilla is already nigh-omnipotent via HAX, AP and durability and can regenerate almost instantly. Not overall abilities but he's nigh-omnipotent in base-form. Lowballed he'd be layers into boundless and again base-form. Ultima even when we take statements into account which I actually do, gets destroyed and stomped all around. Hell do we even know much about how big the cosmology of Singular Point is other than being low outer to hundreds if layers into outerversal? Also mind you that GIH also has an adaptability that's more efficient than Shin Godzilla's, showing that even while being far more powerful than any form of Shin Godzilla he still had WAY more potential.
