Yes, they are same. The energy generated in the resistor is the heat which it liberates in the surrounding.

The question will mention it explicitly. This happens in Constant Current Source. However, if question mentions, we need to assume that and carry out the calculations.

If we take voltage and current both as other parameters, then the question is unsolvable as R = V / I. And V and I remaining same, but R changes is impossible. Therefore, one must change. In this, we take V to be same as in the circuit, we have Battery. Battery is a component of a circuit to provide Potential Difference. Thus, V is same and I changes.

sir can we not substitute I as 2I because I is inversely proportional to R AND WHEN WE USE THE FORMULA i^2rt ... we get twice as the answer ?

Yes we can do that surely. Point is to take care and see what isn't changing and what's changing. If we just somehow mindlessly put the formula without taking into consideration that 'i' value has changed, then answer will become wrong.
