Sorry but following the rules will not get you a "top quality tree". Having good material from the start determines the quality of the tree. Bonsai rules just guide you on how to style the tree in a certain way. However I can tell you that in the 12 years I've done Bonsai, few if any tree can conform completely to Bonsai rules unless grown specifically from a seed.
