The first war Russia managed to beat back the Turks. Even the second war the Turks were beaten back and Russia made large gains. It wasn't till around the seven years war that Europeans had better military technology than the Ottomans. Now there were times where the Austrian were indeed busy fighting France or another power and couldn't commit its full resources to fighting the Ottomans, nine years war comes to mind.

The war of 1568-1570 according to my point of view was indecisive because when the Russian relieve force recaptured Astharkhan due to workers who were busy in digging canals and Selim II sent navy to Azov as he knew his navy was superior but his navy was destroyed because of a storm. Tsar litterally means emperor, it came from the latin "Caesar", just like the german word "Kaiser".
