I think it's the culture. I used to work for a company where you don't need MC if you need sick leave for just 1 day. They also told us that if it's abused, they will withdraw the benefit. I was there 3 years. Nobody abused it.

Companies keep their rules loose sometimes cause they trust their employees that they won't abuse the system. But due to the nature of us humans being self center, greedy creature, more and more " good " companies starting to loose those trust. And they have no choice but to put up strict rules that goes against the popular vote.

Actually, such a big organization should have a employee handbook, listing what can be claim and cant. The employees are taking advantage only and hoping the system wont find out. Sacking is already light, the Company can hand them to cops. If management misappropriate company asset, can he be let go if he just returned the stolen asset?
